    Granted, people should be more careful, especially when they have
    small children in a home with birds. But apparently you don't
    understand proper wing clipping. A PROPER wing clip does not
    prevent a bird from flying, especially a Cockatiel. It should
    only prevent them from gaining altitude. To clip a bird beyond
    that point is dangerous. Any bird with a proper clip can get
    away when there is the right combination of adrenaline caused by
    being scared of suddenly being outdoors and a proper gust of
    wind. Maybe you should do more research before commenting on
    proper bird care.
