    Hi Tammy, First of all, as a general rule, you don't usually
    just put 2 birds together in the same cage that don't know
    each other. They have to bond. Put 1 in one cage and the
    other in another cage and place them side by side so that
    they can get to know each other. It's called "Bonding".
    After awhile, they will let you know that they are ready to
    be together. By the way you sound in Harley's reactions, it
    sounds to me that they are showing pecking order or reacting
    to dominant possession of the cage. Birds are very fussy
    over their homes and some don't like to share. Maybe you'd
    better split them up, keep them in separate cages but side
    by side and let them bond for awhile. Connie
