The only way you can be sure is if you are close enough to go
visit him in person, check out the situation, view how the
birds are cared for, is it clean, are the birds personable,
etc. If you are in a shipping situation, I'd strongly advise
against that. Even someone coming on here and giving a good
report cannot be counted on because the person can do that
under any name and may be talking about themselves just to
scam you.
I urge you to check out rescues and to adopt a bird in need
of a good home. If you are in Florida there are several
parrot rescues. If you want to say what large city you are
most close to, I'll let you know if there are any I know of
near you. Email me if you like.
