    We've had the same quaker for 13 years. They want things their
    way. My suggestion would be to put the food and water on top
    of the cage along with some type of perch. Give it a few weeks
    to let the bird acclimate. I believe you will be pleased with
    the results.

    A couple of other suggestions. These are birds of habit.
    Place wax paper where it decides to do it's job. Makes cleanup
    an easier task.
