    Hi, I have seen this in baby ducks (I know a much larger bird)
    but the concept is the same. For the ducks, using a toilet
    paper role trimmed to the correct length and placed around the
    neck as a brace helps to correct the condition. You would need
    to find something appropriate in size for a quaker.
