You don't need to see his birds to know they are smuggled. It
is clar from the numbers and the time of year they were
available. Cannot captive bred birds at that time of year. If
you want to get an eyeful, contact uSDA, who occasionally
cathces them and puts the folks ion jail. Keel Bills are
routinely smuggled out of Mexico and you can buy them on the
street in any Mexican border town.
Either you want a legal trade in birds, or you prefer the
banning of all trade.
