Mike PLEASE get him to a vet If it has turned black it might be
bruised under the skin OR I could and it sounds more like a case
of gangrene He has to be living in major pain and in my eyes
that is neglect. There is a thing called Care Credit that you
may be able to apply and get it is a credit card for vets and a
few other things both animals and humans. Either way whatever
you do Get him to a vet ASAP how would you like to be sitting
around with a broken foot that is causing you major pain would
you go to the Doctors? YES you would because you are in major
pain This bird is in tat same pain and sorry but he cannot walk
outside and go to the vets and tell them the problem. That my
friend is your Job as his owner. You have that responsibility as
his owner. Just like you buy him his food you need to provide
    his medical care as well.
Please find help depending where you live many places help
people with vet care get the googling
